The price of a trip varies, but its composition is uniform. Four factors defined by the Brussels-Capital Region come into play:

- The pick-up fare is currently set at € 2.40 by the Region to ensure a baseline revenue for the driver. The night rate, which is applied between 10 pm and 6 am, is set at € 4.40.

- The price per kilometer is € 1.80 for journeys within the Brussels Capital Region (Fare I) and € 2.70 per km for the part of the journey located outside the region (Fare II) ;

- The waiting price is a cost that starts to run when the taxi is stopped at traffic lights or in traffic, when a taxi in Brussels traveling at a speed below 20 km per hour, the price per kilometer is not applied anymore and the meter automatically switches to the rate of € 0.5 per minute;

Neither the driver nor the passenger can manually change the price of the trip. Official licensed taxi meters are always onboard the vehicles. Once the passenger arrived at destination, she/he has the ability to ask for the taxi meter receipt that contains the details of the trip. It can be used to validate the price the journey and/or used as expense note.

Many of the best practices for green driving are subtle, but they can add up over a year. Making small changes in your driving can be the most effective way to reduce fuel use and carbon dioxide emissions, and the best part is you can do it today, with whatever vehicle you are currently driving. What you monitor, you manage…so start adapting a “lead foot” to a “feather foot” and keep track of the savings over several tanks of gas. Typically, practicing moderate levels of EcoDriving can reduce fuel use by an average of 15%.

Below are a few tips to help drivers conserve fuel and save money at the pump, while at the same time helping the environment and improving traffic safety.

1° Slow down and watch speed – Drive 55 miles per hour instead of 65 to save fuel. EPA estimates a 10-15 percent improvement in fuel economy by following this tip. Also, aim for a constant speed. Pumping the accelerator sends more fuel into the engine. Using cruise control whenever possible on the highway helps maintain speeds and conserve fuel.

2° Accelerate and brake smoothly – Accelerating smoothly from a stop and braking softly conserves fuel. Fast starts, weaving in and out of traffic and hard braking wastes fuel and wears out some of the car components, such as brakes and tires, more quickly. Maintain a safe distance between vehicles and anticipate traffic conditions to allow for more time to brake and accelerate gradually.

3° No idling – Today’s engines don’t need a warm up. Start the car immediately and gently drive away. Don’t leave your car idling. Prolonged idling increases emissions and wastes fuel. Turn the engine off in non-traffic situations, such as at bank and fast food drive-up windows, when idling more than 30 seconds.

4° Check your tires – Keep tires properly inflated to the recommended tire pressure. This alone can reduce the average amount of fuel use by 3-4 percent. Under-inflated tires increase rolling resistance and reduce fuel economy. They also wear more rapidly. Check the vehicle’s door-post sticker for minimum cold tire inflation pressure.

5° Be kind to your vehicle – Maintain proper engine tune-up to keep vehicles running efficiently. Keep the wheels aligned. Wheels that are fighting each other waste fuel. Replace air filters as recommended. Use a fuel with good detergent additives to keep the vehicle engine clean and performing efficiently. Always consult the Owner’s Manual for proper maintenance.

6° Travel light – Avoid piling a lot of luggage on the roof rack. The added frontal area reduces aerodynamics and will hurt fuel economy, reducing it by as much as 5 percent. Remove excess weight from the vehicle. Unnecessary weight, such as unneeded items in the trunk, makes the engine work harder and consumes more fuel.

7° Minimize use of heater and air conditioning – Use heating and air conditioning selectively to reduce the load on the engine. Decreasing your usage of the air conditioner when temperatures are above 80 degrees can help you save 10-15 percent of fuel. Use the vent setting as much as possible. Park in the shade to keep car cool and reduce the need for air conditioning.

8° Close windows at high speeds – Don’t drive with the windows open unless your keep your speed under 50 mph. Driving with the windows open at highway speeds increases aerodynamic drag on the vehicle and lowers fuel economy.

9° Choose the right oil – Use good quality oils with the viscosity grade recommended in the owner guide. Ford recommends SAE 5W-20 oil for most cars and trucks to provide the best fuel economy. Only oils “certified for gasoline engines” by the American Petroleum Institute (API) with the starburst symbol should be used.

10° Consolidate trips – Plan ahead to consolidate your trips. This will enable you to bypass congested routes, lead to less idling

The European Mobility Week is an awareness raising campaign aiming at sensibilising citizens to the use of public transport, cycling, walking and at encouraging European cities to promote these modes of transport and to invest in the new necessary infrastructures.

Each European Mobility Week (EMW) focuses on a particular topic relating to sustainable mobility, the so-called focal theme. Local authorities are invited to organise activities for their citizens to raise awareness on the focal theme in particular. Moreover, municipalities were encouraged to launch and promote permanent measures that would support the theme.

From 16 to 22 September 2011, the Mobility Week will focus on Alternative Mobility

In order to transform itself into an energy-efficient, low emission economy, the EU adopted a series of ambitious climate and energy targets to be met by 2020. These include a 20% reduction of greenhouse gas emissions, a 20% increase of energy efficiency and a share of 20% renewables in total energy consumption.

One of the major challenges in meeting these objectives is the increasing volume of travel by private cars, which rely dominantly on oil-based fuels. By focusing on alternative mobility, the tenth edition of European Mobility Week wants to support the transition towards a resource-efficient transport system by promoting clean, fuel efficient modes and human-powered travel.

By avoiding, shifting and improving transport at the local level, European towns and cities can improve the energy balance and environmental performance of the transport system and at the same time make urban life healthier, safer and more enjoyable.

Mobility is both a social and an economic necessity. And European Mobility Week continues to help us look at mobility in new ways and move away from the stranglehold of the private car, towards more sustainable transport. Better mobility can also mean better cities and better air – a better and healthier environment – and co-benefits in terms of reducing harmful emissions. These are places where people will want to live and work and where companies will want to move to. In so many ways, mobility matters! Commissioner for the Environment, Janez Potočnik

The urban context poses the biggest challenge to the sustainability of transport in Europe. Our cities currently suffer the most from congestion, poor air quality and noise exposure. Fortunately, the urban environment also offers many alternatives in terms of mobility. Public transport choices are more widely available, as well as the option of walking and cycling. There are many examples where Europe’s cities are leading the way for the use of alternative fuels and cleaner and more energy-efficient vehicles. But efforts need to be stepped up as these problems are not simply local matters but concern the EU as a whole. Commissioner for Transport, Siim Kallas

The Portuguese city of Almada has won the 2010 European Mobility Week Award. Almada was judged by an independent panel of mobility experts to have done the most to promote alternatives to the car, and to highlight the positive impact of other means of transport on public health and the environment during European Mobility Week 2010. Murcia in Spain and the Latvian capital Riga were runners-up. The awards were presented by Environment Commissioner Janez Potočnik at a ceremony on the 14th of March 2011.

Commissioner Potočnik said: “Too many Europeans rely on their cars even for short journeys. The effects of increased pollution and congestion are harmful for both the environment and our health. European Mobility Week shows how local authorities can encourage people to use other ways of travelling and in doing so improve their health and well-being.”

European Mobility Week 2010

A record 2,221 European towns and cities officially participated in the ninth annual edition of European Mobility Week (EMW) from 16 to 22 September 2010. The 2010 edition revolved around the theme ‘Travel Smarter, Live Better’ to emphasise the benefits of active and sustainable mobility on citizens’ health and well-being. The award rewards the local authority that is deemed to have done most in raising public awareness of sustainable travel as a means of promoting physical activity and to contribute to reducing noise, air pollution and congestion that are known to have detrimental effects on health and well-being. The winning city was chosen by an independent panel of transport experts who have assessed 30 applications and shortlisted 10 local authorities which they considered had performed outstandingly well during EMW 2010.

Winning entry: Almada

The Portuguese coastal city of Almada promoted sustainable mobility through dozens of permanent measures. To commemorate the 10th anniversary of EMW in Almada, the municipality – together with the local Energy Agency – organised an impressive week of activities dedicated to sustainable transport and health. This culminated in a major event on 18 September – Mobility Festival Day – offering street markets, demonstrations of electrical vehicles, bicycle fairs, concerts, sport activities, dance and street performances, bike sprints, workshops, films, exhibitions and street art demonstrations. Almada also improved the road infrastructure for pedestrians and cyclists and created several bicycle parking places and charging stations for bikes and electric vehicles. For Car Free Day, Almada converted the historic and commercial centre of Cacilhas into a pedestrian zone.

Runner-up: Murcia

For the 2010 edition of European Mobility Week, ALEM, the local energy agency of Murcia, Spain, organised a creative mix of activities to promote healthy and sustainable travel behaviour to a range of different target groups. Murcia launched a range of permanent measures to encourage cycling, including a bicycle strategy, an office with a dedicated website, a public bicycle system and free bikes for city staff. The city also extended bus lines, introduced integrated fares with cheaper rates for specific categories of users and upgraded its electronic traffic management services.

Runner-up: Riga

The Latvian capital city Riga encouraged active travel by offering an ambitious programme of activities around cycling. This included competitions, exhibitions, information programmes, retro cycling tours, promotion of electric vehicles, demonstrations on air quality measurement and traffic safety, art performances, concerts and street games on the theme of transport and health. Throughout the week, citizens were encouraged to identify and report potential improvements to pedestrian and cycling infrastructure. By organising a competition on “The Healthiest Work Place”, the Riga City Traffic Department collected information about measures taken in the workplace to promote a healthy lifestyle and active travel. Riga also organised several Car Free Day events, reserving streets in the city centre for walking, cycling and other sustainable transport modes.
